Port state control authorities regularly inspect bulk carriers for ISM Code compliance, focusing on SMS implementation effectiveness rather than just documentation. Port state control inspections may examine crew familiarity with procedures, maintenance records, and evidence of SMS effectiveness in practice.

Non-compliance with ISM Code requirements can result in vessel detention, commercial delays, and increased scrutiny from port authorities. Operators must ensure their SMS enables crews to demonstrate effective implementation during inspections.
